StepActionTimeframe Guideline
1.

If unsatisfied with the outcome of the informal review, the vendor may complete a VCRP form and submit it to:

  • The Procurement Contact listed on the competition posting, or
  • The Ministry VCRP Contact:

Within 30 days of outcome of informal review.

The VCRP Contact will forward any complaints that have not been through the informal review process to the Procurement Contact, who will begin the informal process.

If the informal review already took place, and the vendor was unsatisfied with the outcome and resubmitted the complaint, the VCRP will forward it to the Procurement Contact for further investigation.

Within 5 business days of receipt of the complaint.

The Procurement Contact will acknowledge receipt of the complaint and will begin the next step.

Or

If the complaint is beyond the scope of the Procurement Contact's expertise, the Procurement Contact will refer it to the appropriate Manager/Director to continue with the next step.

Within 5 business days of receipt of the complaint.
4.

The Procurement Contact will ascertain whether the complaint has merit by:

  • Gathering information and discussing with the complainant
  • Meeting with the complainant, if required
  • Consulting with a procurement and program expert
Within 15 business days of receipt of complaint.
5. The Procurement Contact will notify the vendor and the VCRP contact of the final outcome of the informal complaint Within 30 business days of receipt of complaint.
6. The VCRP contact will close the complaint. Within 30 business days of receipt of complaint.
